VA claim closed and issue

I had my claim close today and have a small issue. My right shoulder was part of my MEB and claimed to not meet retention standards. The issue that has risen is that the VA denied my shoulder completely saying that it is not service connected even though its listed on my NARSUM as being incurred while receiving pay and during Physical Training. I have years worth of appointments on it and all my evals show pain at every appointment. Only option now is surgery. I am sure that I can fix this with a VARR, but what do I need to do before this is requested to ensure that I give myself the best chance to get it rated. As of right now with my should bein left off I am at 90% and with even a 10% rating on my shoulder I would reach 100%.

If you have already been given proposed ratings and are at or pass the NARSUM stage there isn't anything you can do until the VARR stage. Just get your ducks in a row to submit it. JAG can help you submit your VARR or you can hire a private attorney to do it for you. I always recommend the dedicated private route but it does cost money compared to the free services by JAG. Just know JAG will probably have you do 90% of the work and then they will help you clean it up to submit.
 
Understood and yes I have my proposed rating sitting at 94% right now. Just want to make sure that I have everything airtight before I have to submit it since the timelines are pretty tight when it comes to all of these things.

So an update on my case. Just got off the phone with my PEBLO who said that my ratings were sent by the VA to the PEB and the PEB has requested a revised rating at this time on my case. Does anyone know what this actually entails? I'm wondering if this has anything to do with the VA denying my shoulder completely and it being a MEB referred condition?
