I just recently got my IRILO back from AFPC recommending a full MEB. I haven’t completed my claims or an exams yet. Do I talk with legal counsel before the IPEB?

Unless the AF has changed recently, The Office of Airmen Counsel will not really help you at this point. At the time I called they would only get involved after my rating came back. At that point I no longer needed their advice.
Most cases are straightforward and probably don't need counsel. But since you are asking the question, I recommend you call OAC ASAP.
