Denied INCAP and Med Hold, possibly even Med Con after involuntary separation!

We need some urgent guidance. We are close to losing the roof over our head and unable to pay substantial medical bills...we are just being thrown under a bridge by our state National Guard. Just had INCAP package denied today and medcon package is being sat on. Where do I start? Let's start with a year ago. My husband faced involuntary separation from a 5 year AGR tour about 2 years into the assignment. His active orders were curtailed with something along the lines of less than two weeks notice. Let that sink in. He had med appointments already set up to figure out what was causing severe back pain/sciatica/leg pain/numbness etc. He was also currently in early stages of counseling for PTSD with more appointments scheduled after their proposed end of orders date. They denied any sort of Med Hold or medical extension and rather issued an interim LOD and called it good. They said it fulfilled their commitment to him. The appointments were subsequently cancelled as his deers status changed. In the meantime, they hired him into the same job as a Federal technician resulting in some crazy 75% income loss and immmedate termination of our Tricare. We were desperate to accept it as our 4 year old daughter was battling leukemia at the time. For over 4 months now, my husband has very little quality of life. He has severe herniated discs and being ordered to work against all doctor orders, including PCP and Neurosurgeon. Surgery is tentatively scheduled in March. This injury has lasted longer than a year but they checked the box that is for 30-365...I think it's called box 31? His profile lists both Duty and mobility restrictions. He was denied care at the MTF for a year even with the finalized LOD that he received in July. Tricare assigned him to a civilian provider. Now INCAP was denied by his commander today who ordered him into work while in pain and stated "I just want to look you in the eye when I tell you, no work...no pay". He claimed federal technicians do not qualify for INCAP and that even though he was on LWOP and unable to work, he believes my husband has ZERO duty restrictions and he expects him to go to work everyday. We could really use an expert take on this. Admin said this move to flat out deny INCAP was unprecedented. There's a deep history of reprisal, retribution, discrimination, unlawful command influence, etc in this wing with a lot of evidence to substantiate. My husband has been serving without a gap in service since '95...active duty nearly the entire time.

Copy that. Only complicated part is it's mostly 0-6 and above so gets rerouted to SAFIG instead of local IG.

Can spouses/dependents file IG complaints/lawsuits separately for benefits lost? As I mentioned, they really hurt our little one who was battling leukemia at the time of separation by unlawfully curtailing orders creating an abrupt termination of healthcare without advance warning.
 
I couldn't answer that. I'm not a lawyer. Hopefully, one of the lawyers on here will chime in.
 
Update: Injury aggravated at drill two weeks ago resulting in ER trip and week long hospital admission. Still no LOD generated after a dozen requests and MEDCON orders requested back in early January denied today due to lack of new LOD. Anyone have any advice?
