Preliminary Ratings?

Good Afternoon Everybody,

I’m a new user but have been reading these forums religiously since starting my medboard process back in September. I’ve seen countless people on here discuss getting their preliminary ratings well before getting their 199. However, I’ve been told by both my MSC and PEBLO they absolutely cannot share those results with me. What am I missing here? How do I get my preliminary ratings?

I started this process the first week of September 2020. It took until 03 January 2021 to get all my appointments complete. VA received my appointment data from QTC on 18-Feb. I received my NARSUM in March and signed it on 16-Mar. VA completed my preliminary ratings on 28-March. I’ve been told by my PEBLO to expect to wait another 3 months before getting my 199 and that will be the first time I see my ratings.

This is pretty alarming since I have a conditional job offer beginning in July. I wasn’t expecting this process to take this long and God knows should I need to appeal the PEB findings, which I expect will happen considering how sloppy the provider was with my C&P exam. My back-up plan of just going to school may be in jeopardy now with these delays. Is anyone else experiencing issues like this? Any suggestions?
 
It's impossible to time IDES so yeah your plans may need to change. If you do make plans it's best to have a contingency plan that is flexible regarding timelines. Lining up a job or a firm start date to school isn't a great idea until you get towards the very end. When you have your retirement orders would be an example of when it would be a good idea to finalize plans.

If there is I haven’t found it. I’ve been working a separate issue with the VA right now trying to correct some errors made on my C&P exams so I’ve spoken to my MSC and people at my regional office, at the call center, at DRAS, and the White House hotline while they fix that issue. I’ll make a point to ask everyone I talk to about my proposed rating and they all either don’t know or can’t share it. Sometimes they’ll tell me it’s complete and results are in the mail. Other times I’m told the rating evaluation is still ongoing and they don’t mail PEB ratings. So who knows where it’s at.
 
The people that successfully get their ratings before the IDES process provides them are few. It is your time you get to decide how you use it. I decided to wait, rather than be repeatedly frustrated by calling without results.

Totally agree. I’m not particularly worried about my proposed rating apart from how it may have been impacted by the multiple errors made on my C&P exam. I can’t seem to get the VA to even accept additional supporting documents. From what I can gather, I basically have to wait the 2-3 months it’s going to take to get back my PEB before I’m allowed to address any of those issues that I brought up even before my MEB was complete. That aspect of it gets me pretty triggered since I don’t understand why they won’t acknowledge my concerns or accept any of my records that prove I have conditions the C&P doc completely ignored even after I talked in detail with her about it. Or the numerous reflex and other special tests she allegedly conducted and found normal when no such tests were ever performed.
 
I appealed my VA ratings after I retired. The appeals process was easy via E-Benefits. Since the VA issues did not effect my DoD rating, it was better to resolve the issues after retirement.
