Timeline for MEB Mayport Naval Station

Sharing my timeline so far. Started MEB process for Degenerative Disc Disease, Severe Radiculopathy, and Low Back Pain/Sciatica (3 Separate Claims for DoD Rating)

Had surgery February 2022 for L-4 to S-1 ruptured discs and severe sciatica.



8 Apr: Started MEB Process

13 May: Initial brief with PEBLO

22 May: Legal phone appointment

30 May: First C&P Exam

19 June: Last C&P Exam (7 Total)



All C&P DBQs are showing up on Tricare Online (ToL) with the exception of General (03 June C&P Exam) and Sleep Study (11 June C&P Exam).

I claimed a total of 16 items on the 526EZ.
 
Update: 02 July 2024. All DBQs officially in Tricare Online! Only have 2 concerns at this time.
1). My claim for migraines was selected “headaches, other” and was checked that it doesn’t affect my abilities to work while I mentioned debilitating migraines just about every day. (Due to severe back pain all day long)
2). The ROM measurements listed for my back were much different (not in my favor) than what was actually recorded at the appointment.
I’m going to bring this up to my PEBLO and Legal Rep in the following days. Just hoping this won’t extend the process too long.

Finally, a question I have from some ambiguity in my DBQs. I have a few different areas recording nerve damage and mild incomplete paralysis. Radial nerve, median nerve, and moderate paralysis on both legs from sciatic nerve. With all these being on the same DBQ, should I expect one overall rating or one for each nerve of my arms/hands and one for each of my legs? This could be the difference between 90 and 100%. So just trying to rack up as many questions as possible.

I'm sorry to hear about your issues with your exams. If I were you, I would take it up with the VA after you get out if you wanna get out asap. For your question tho, I looked up the ratings schedule for the VA and from my research you'll be rated for each nerve individually and for the ones that affect both arms/legs they'll add the bilateral factor, not sure the number for that but I think it may be 10%. Talked to PEBLO about my previous concerns. When signing NARSUM and Service Member Certification, you are able to rebuttal your NARSUM and the conditions you are being referred to the MEB for. Also, you can add a referred condition at that time. You are NOT able to rebuttal the DBQs at this point. So I’m just going forward and going to see how it turns out. Have decent hopes I can still reach 100% with a 0% rating for headaches. Fingers crossed!

You can rebut DBQ's directly with VA. Upload statement in support of claim to your claim on VA.gov. Include a new DBQ filled out by your doctor or any other information that supports your assertion if it is counter to the DBQ filled out by the VA contractor.

Finally caved after only 13 days and called the VA to ask for an update. They said I’m in the decision phase and should be getting a proposed rating very soon.

Damn. I hope it’s not too much longer for us. PEBLO and MSC have gone silent since submission to PEB. I can only assume I was found unfit and ready to get some proposed ratings soon

That’s wild. Wonder how your package went up to the PEB and/or VA without a NARSUM? Maybe you did sign for it. Your summary of your conditions that put you in the MEB process and the Convening Authority signs off on it too. Did you use the Limdu tracker by chance? Your NARSUM is on there.

Got two small updates today!
Called Jeff at the PEB this morning and he said they have my case and will be voting my fitness determination on it very shortly. (Surprising that wasn’t done yet since my package was sent up to the PEB on 11July).

Then after work called the VA and they said my case is closed as of today but there’s no benefits letter attached yet. They said that they are waiting on my fitness determination too.

Anyone else go through anything similar?? Looking like my proposed ratings are possibly coming very soon but also looks like everything is going out of order lol

Hopefully we hear something this week! Probably gonna call the VA at the end of every day at this point. Jeff didn’t give me a timeline but made it seem like mine is in the middle of being voted on

Bro everyone says call him at 0900 EST and I’ve been doing that for days with no answer. Today I called at 0730 and he answered right away. First time speaking to him it was really fast and to the point

We have the exact same timeline... Following to see your progress. are you USMC?
 
I did some digging and found this in SECNAV M-1850.1 Chapter 4 section 1 (B)

" IPEB. The IPEB reviews the case file and makes initial
findings without the Service Member present. For IDES cases,
within 15 days of receiving disability ratings from the VA
Disability Rating Activity Site (DRAS), apply the disability
ratings using the diagnostic code(s) provided by the DRAS to the
Service Member’s unfitting conditions and publish the
disposition recommendation."

I am not sure if this includes the QA phase or not. The portion that describes the QA phase did not have a specified number of days required to complete....

At least this is an idea of the expectation of when to receive official findings once the VA claim is finished. Whether or not this timeline is enforced by anyone that's a different story lol. I also don't know if non-working days are computed in that total day count
